Obviously they would still wear a bathing suit bottom, but bathing suit tops are to cover a womens boobs, but if there boobs haven't started developing can they go without wearing a top. They don't have to, but they should. When I see a little girl without a top I think it's very weird. And just because they have nothing to hide doesn't mean they should be topless. There are some teenagers with nothing up front, but you don't see them running around topless. It's a matter of decency.
Legally, who knows? I'm sure some overly-puritanical laws exist in a few places. I can see the headline on Fox News now: ';5 year old cited for indecent exposure.'; I think it's a pretty common thing. Granted, I go to a lot of nude beaches and resorts, but I've been to plenty of ';textiled'; beaches and swimming holes where people let their little girls go bare chested.
Let kids be kids for as long as possible, thats what i say. So no, if they have nothing to hide, dont hide it.


Once they develop they will be hiding forever. let them enjoy the freedom

However, I think it's OK for pre-schoolers to go without tops.
they dont hav to, depends how young they are i mean you dont want 1 year olds running around without a top on but if a 3 year old does, who cares?
Shirley Temple went topless in ';Curly Top'; in 1935 when censors were very strict. It is strictly based on custom where you are at I guess.
Well our family goes to the nude beach. So no tops OR bottoms for us. We have NEVER had a problem there and the people are WAY nicer.
They don't HAVE to wear bathing suit tops, but mine does because I think it's cute and more proper.
Unless you're somewhere that has weird local laws, then no.
