Girls? Summer? Bathing Suits?

Girls, whenever I go to the beach or a cookout or anywhere that would allow bathing suits, there is something that confuses me. Like, at the beach I'd see some come to the beach and take their shirt and shorts off. Then, when we would go into the restaraunt on the beach near here, we would see them again and they would have shorts on, but not shirts. My sister does this too. My sister says it's because they don't want to get creeped out. The thing is, though, the shorts they wear don't cover much that wasn't already covered by the swimsuit AND they aren't wearing shirts either (just the bikini top). Then, I'm thinking, if you don't want to get creeped out, put a shirt on! It's obvious that isn't the real reason. It's almost as if they are saying ';I don't want you to creep me out, but I want you to get turned on, notice me, and think I'm hot'; that's what I think they are thinking. If they wear shorts that don't cover anything that wasn't already covered, then why mess with it? Should girls have shirts on if they are eating at a restaurant that is right on the beach?

I totally see where you are coming from. The shorts do not make one bit of a difference, but when someone asks them why they are wearing bikinis, they can say 'no, look im wearing shorts'. Eating at a restaurant, you should dress appropriately. Even if it's beach side, depending on how high-scaled I believe they should tell you to put on some clothes. Not everybody wants to be looking at boobs, belly and butt while eating meals. I'm not saying that all girls who wear bikinis at restaurants are attention seekers. But MANY and MOST of them are just looking for the male attention.Girls? Summer? Bathing Suits?
I don't think girls need to have shirts on that are right on the beach, because I mean, it's not such a big deal. Most people are in bathing suits anyways, and it's just easier than having to change. As long as it's not some uber fancy restaurant or it is required to wear a shirt into the restaurant, then of course it's okay! :)
I think you have it right! If your friends are going into a restaurant wearing a bikini top and shorts they want attention or they want everyone to notice how hot they look. They put on short shorts so they can say ';I put shorts on so I'm not running around in my bikini.'; Yes, wearing a shirt with their shorts instead of bikini tops seem more appropriate.
I would say its up to them. I personally do not think there is a ';should'; or ';shouldn't'; in this case. If they are concerned about other people noticing them, then yeah they should cover up. But if that's what they are going for, they are getting what they want.
